@beeeop maybe some conflict between different settings? i have no experience in this.. windows 10 has controller calibration.. probably steam has some settings and then apex legends..
i know source engine has a line argument (-m_rawinput 1) for the mouse to override every setting.. but idk if it works for controller..
if you are on steam maybe this startup command works? try it
-nosteamcontroller
there is also software (DS4windows) that allows you to tweak every setting of the ps4 controller.. maybe try this after u tried the things above

Thanks for the reply. I've been trying to figure it on Origin, but if Steam has more controller settings I might simply just download it on there. I also have DS4 windows but since Origin automatically detected my PS4 controller I never thought to use it before you suggested. That being said, I did give it a try but still no dice.
And if it is a conflict between settings, I can't figure out which considering it's been like this since I downloaded and no matter what I change, it doesn't fix. Pretty weird.
