Input Lag Error on PC

The past couple weeks I keep getting the input error symbol while playing on my pc with a controller. This is usually accompanied with a packet loss symbol. When I get the symbol in game I will rubberband and sometimes it will only do it for a couple seconds a game and other games it makes the game unplayable. It doesn't appear to be anything with my internet and I can't seem to fix the error with fixes I have seen online such as lowering the graphic settings and setting the cap fps in steam. When I run tests on the internet I don't have any packet loss or issues with streaming or when I play any other games. Until a couple weeks ago I didn't have any issues at all and to my knowledge I haven't changed anything on the pc so I am a bit puzzled to why this is happening.

I am fairly knowledgeable on the base level when it comes to PC but I am no expert so I am hoping to find answers here.

I play with an elite series 2 controller.

I run a RTX 2080 super with i7-9700k @3.60GHz, 16gb memory

I don't know what else is needed to help diagnose this issue. I also reset the graphic settings to default to see if that would help and it was just as bad as when I lowered them.
