It turns out this game is incredibly light on the CPU hence the low usage %.
Playing this game at 1080p yields double the frames compared to 1440p.
I think thats a little weird considering Im able to play BFV and PUBG at 1440p without issues.

Change your resolution man, try 1080p

He lowered Resolution from 1440p to 1080p
