Internet working fine, traceroutes etc, High ping times in game

Im playing on PC platform. 

The problem persists the weird thing is other titles yield perfect latency. 

Any other tips? :/

I forgot to add that a VPN doesn't work either. Still ping remains the same, I've tried ExitLag and Express VPN.
