I had my psn account connected to ea, and played with the same email in PC, when i merged accounts nothing seemed to had worked, i still had my PC account. I checked on psn and now both platforms is the PC account (low level account) no skins, no Legends, no progress like kills or wins, only a few apex coins

When you say you merged accounts, did you unlink any platforms as a result?
Progress is stored on the EA account level, not on individual platforms like PlayStation, Xbox, Steam, etc. This means if you link your platform to a different EA account, you'll lose access to that progress.
If you've merged accounts and no longer have your PSN progress, it sounds like you may have unlinked your PSN account from its original EA Account.
You would need to re-link your PSN to its original EA Account to try recovering any progress. If you run into any trouble re-linking, please contact support directly so they can take a look.
After the cross progression update I lost all of my unlocks and legends. I have a bunch of the legends coins and a 125apex packs but lost all my skins. How do I get those back?
I have not added my account or linked or unlinked it. Just accepted the user agreement and what not. My last time playing was sometime over summer of 2023. I spent so much money on this account and have none of the content.
