Was your Xbox account unlinked from a different EA account in order to link it to the same one with your PC progress?
Keep in mind that progress is stored on the EA account level, not on individual platforms like PlayStation, Xbox, Steam, etc. Unlinking an account will cause a loss of progress rather than transferring your progress to a different EA account.
It is not possible to transfer your cosmetics from one EA account to another, I'm afraid. If your Xbox account was previously linked to a different EA account, you would need to re-link it there to try restoring access to any progress.
I only have one EA account, so linking it to the wrong one would be impossible. Even after unlinking the Xbox account from the EA account and accessing it by itself, it still had the previous progress from my steam account despite not being linked to it anymore.

It looks like Apex was launched on Xbox for the first time within the past month on this particular account.
If you've played Apex on Xbox prior to that, it would have been under a different EA Account. That's the one that would need to be tracked down to try restoring any missing content you had on Xbox.
Please contact support if you don't recall or no longer have access to an older account as they'd need to try and help you locate that one with any other details you may recall.
