This particular message in your screenshot is slightly different from a ban at this point in that the team's already recognized someone else had accessed the account, so this is just locked down by support until they can verify you're back in control of the account.
That aspect is good as you shouldn't have to worry about further appeals and going through Terms of Service that way. Instead, try creating a case here. If you're not able to get one created through that link initially, try using an incognito mode window or browser to create the case before logging into your account and see if it allows the option there.
Since this is locked for suspicious activity rather than some actual rule violation, the support team should be able to take a look and help clear it up once the account has been secured instead of putting you back through the typical appeal process.
