Same issue. Aside from 100 other problems in the last 3 years, game was fine. Now it lags heavily for 15-30 seconds when I open the game for the first time or switching modes. I'm constantly getting UCMD delay and prediction error every 10 seconds or so and stuttering during game. Lots of times it stutters when I'm getting in a fight and sometimes it freezes for 2-3 seconds. Seriously considering leaving this game once and for all - last month the game wasn't even launching for me along with so many others with the same issue. Why do we always have to look for a solution ourselves?
I feel you brother. It is the same for me. The UCMD delay and prediction error is popping every 10 seconds and yea noticed the lag is more often if you fight other people. Then the lag is just insane. If you are somewhere without other people or fight happening then the lag is like every 20 seconds. And the menu lag is even worse than the one ingame. It wont load the stats of the game and the sound is lagging with like 2 seconds delay. It is just insane. And I am pissed cuz every time there is a problem with patch - but usally I figured it out by myself. This time it is not possible, tried literally EVERYTHING and the lag/stuttering is still there. So I came to a conclusion that it is not caused by my PC because it was working JUST fine like 5 hours before the patch and after game is trash. They answered once with " servers were stressed because of the update day " but 2-3 days later and it is still the same.

Had this too during the first day after the update, but not anymore. As @EA_David noted, probably thousands of people downloading the update at the same time was the culprit.
I would say this is not related to the "thousands of people downloading" as it still persists. However, what is weird is that the new Gun Run runs much better, compared to Arenas and BR, which run very very poorly.
