@JayPaf Yeah my hardware is mid - core i5 9600K/rtx 2070. Frames were steady over 120 fps before this update.
Noticeable is the fact that menus/lobbies also stutter, and load times post splash screen in the server select main menu is stuttering too. Audio glitches in time to the stuttering. It feels likes the game is struggling to compile for whatever reason, if you leave it alone in lobby for 5 minutes it settles down, and sometimes you can slip a stable(ish) match in. However any kind of playtime over 10 -15 minutes brings with a precipitous decline in performance. I wonder if it's something to with how it's handling RAM, it feels like it's 'clogging up' over time.
The stuttering involves both lowered fps and increased ping when it lurches, coupled with the usual rubber-banding/hit rego failure you can expect with such micro-pausing. I've fiddled around with router (power cycling/ trying different servers) and the visual settings (lower shader details/killing resource-hungry effects like AO) but with out noticeable impact.
I do think something has gone wrong client-side, since for me (at least) it's occurring prior to even logging in to a server.
Anyway I hope that description is useful in some fashion or another.

I think it's 2 different issues.
The symptoms of those that are getting menu lag and audio distortion seem quite a bit different. Are you also getting huge drop in gpu usage with the stutters?

Yes i check my GPU usage and the it went crazy up and down
