These would be two separate timeframes. Once you've linked a platform to an EA account, you will not be able to link a different account from that same platform in the future.
In this case that just means since the listed PSN account has been linked to this EA account, you would not be able to link a separate PSN account to this same EA account in the future, even if you remove this PSN account.
The 6-month cooldown is related to linking/unlinking a particular platform. If you've unlinked one account you wouldn't be able to do so again with that same account for 6 months.
So, for example, if you've unlinked a PSN profile from EA account 1, you would be able to link it to EA account 2, as long as EA account 2 has never had a PSN profile linked.
If you're trying to then unlink the PSN from EA account 2, you would need to wait 6 months from when it was unlinked from the first EA account.
If you've mistakenly unlinked and are having trouble getting that re-linked to the correct account, please contact support so they can see what other options may be available.
Keep in mind as well that unlinking like this will make you lose your progress in Apex. Your progress is stored on the EA account level and cannot be transferred to a different account.
