Low FPS on Good Spec PC

So i've tested lots more settings and it seems that no matter what settings I put on, the fps stays relatively the same. It still has massive fps drops and lots of stuttering/screen tearing. I've tried to use RTSS but it doesn't seem to work 😞

I won't play until it's resolved it's really frustrating to get into fights when the fps is inconsistant and stuttering lots.
