LOW GPU USAGE

I have been having this problem on and off for some time now and can't seem to find the fix. In game I will get around 150 fps but my 99% fps is around 20, GPU usage is around 30 percent so is the CPU usage. Yet the game stutters incredibly bad and it feels like it is running at 20 fps. I have an AMD 7 7700X and a  4070ti with 32 GB of ddr5 ram. I checked all my drivers and everything is updated so is windows and I'm almost positive the game is not running on the integrated graphics since I disabled it and I'm still getting the same problem. This only happens on Apex and on many other games they run perfectly smooth for example I get around 160 fps on Cyberpunk 2077 on ultra mode and everything runs perfect. Any help or tips would be incredibly appreciated thank you so much ! 

p.s. I have the fps max set to unlimited and I'm on directX12 but I get the same problem when I remove both these launcher options on steam.

    Don't know if this will help, but have you checked the nvidia 3d setting below is not set to auto? 

    Configure Surround, Physx

    If it is, try setting it to your "nvidia gforce gtx/rtx" instead.

    Works really well putting the video load onto the gpu, taking it away from the cpu. Esp good if you have 2 monitors going.

    hey, i've been in the same problem, my gpu wont reach 50%, its strange because the last time i played apex it runs smoothly, I didnt notice any windows or driver updates, but it suddenly capped when I play the next day. I try running different games, but seems like only apex has this kind of problem. I tried to update driver, turn borderless/windowed mode even using windows restore point, and its still not working. Fortunately, found this thread from 3y ago and simply disabled fullscreen optimization, it works fine now. Thanks wolf109909​
