Massive fps drops - stutter and bad performance since season 4!

For manytimes what are you gonna do with FPS drops and poor performance on PC ? i cannot play the game at all, tried everypossible thing even lowering resolution to 800x600 but nomatter i did nothing...

What are recommendations for smooth 144fps/1440p gameplay?

@machngnXmessiah 144fps@1440p and probably you don't want lowest graphics settings? R5 3600, RTX 2080 I'd say.
Getting 120-160 fps on R5 1600, GTX 1080ti all low on 1440p.
