Mouse, controller input lag, missing PC

Hi, my mouse or controller input are choppy, missing and panning the camera change the sensitivity. I play a lot of shooter with raw input mode and all play fine, my issues is only with apex. 

Ive tried to play with a controller, but somes key wont register, stock settings bios, xmp on/off different usb mouse, or ports, changing polling rate all the way down 8khz to 125.

Ive recorded this video using my mouse, in a constant movement. Ive tried with 180 fps limit, unlimited, and 240, changing resolution, dpi nothing fixes it

All my drivers are up to date, my windows is clean, my rigs is clean from dust, my cpu utilisation is near 30-40% in game, gpu is 80% max

Edit: ive turned off/on the mouse acceleration setting ingame

Clean boot with all non windows disabled

without msi afterburner

without c-states, speedstep etc...

differents windows versions, nvidia drivers

with vsync, without hyperthreading

with only the mouse
