I've had the same problem when I was using multiple monitors and frequently alt-tabbed out of the game.
Try running the game in "Fullscreen", not "Windowed Fullscreen", and that should fix it. At least it did for me.
@pajaDank-TALOS Thanks, i have tried all 3 options and no change, rebooted game in between. Fullscreen, windowed and fullscreen borderless.
This fixed itself. I made no changes and loaded the game 24 hours later and it worked fine.
No idea but now it works.
