While I can't really make any specific hardware recommendations, I can say that the FX-4350 is the minimum required CPU (for AMD at least) to run Apex Legends. If you do upgrade to a new CPU you might see a performance increase. It's possible the CPU is a bottleneck, so even upgrading to a better video card might only show a minor performance boost. I don't have access to these particular parts myself, so I'm afraid I haven't really messed around with this hardware setup on my own to see.
Also I did want to point out one other thing. Like you mentioned, upgrading to a Ryzen CPU would require an AM4 motherboard as well. However, you would also need to get new RAM, since Ryzen CPUs are designed to work with DDR4 memory and are not compatible with DDR3. For my own PC I decided to upgrade to a Ryzen 5 from an old Sandy Bridge Intel CPU about 2 years ago, and it basically became a new PC build. ☹️
