New update locks the lobby to 60FPS

So after todays update the lobby is now locked to 60FPS (don't know if this is a DX12 thing) which just feels wrong when you play at high framerates in matches. Also tabbing out of the game has become problematic because you can't really tab out. The game wants to push itself in the foreground so you can't minimize it like before. Also if you're in the lobby and tab out of the game, the rest of your PC also runs at 60FPS locked.

Oh and the patch notes say you can launch Apex at DX11 with a command in the EA app. Welp that doesn't let me open the game.
