OBS not capturing apex in DX12

    I was able to get it working. My fix was closing afterburner and RTSS, then restarting apex. @Midnight9746 

    Previous to this, I had tried running OBS as admin, and a few of the other typical fixes. Still not sure why this was never an issue w DX11 Apex, but oh well. Probably some random buginess.

@Noomro Have you been able to get OBS working with Apex running in DX12, or should I figure out how to get it working and let you know what settings I had used?
