Can't believe there is no solution yet, there are so many people with the same problem, but it seems we are not enough yet for them to do something about it...
@Nightmare_Py13 What worked for me is just making sure windows 10 is updated to the latest version. It seems that when Apex updates, it gets out of sync with the server when it is being run on the non-current version of Windows 10.
