I still haven't fixed the problem. I can try to give you some ideas or tips on where to start. I honestly can't guarantee it will work. But if you need any help or know where the problem is coming from, I can share from my experience.
UPDATE
I managed to fix the issue by updating my ethernet network adapter driver. If you have "realtek pcie 2.5gbe family controller" in your network adapters delete it and replace it with the newest driver here: https://www.realtek.com/Download/List?cate_id=583&menu_id=297
