Have you tried setting a different DNS in Windows to see if that makes any difference at all? I've spoken with some others who have mentioned that using a different DNS can help with similar issues.
You can change the DNS through the Windows TCP/IP Settings. For more information on how to get there check out the Microsoft Support website. If you choose Manual you can then enter a DNS of your own choosing. I usually go with the public Google DNS (primary DNS: 8.8.8.8, secondary DNS: 8.8.4.4), but if there's another public DNS you would rather use instead, that's OK as well.

What type of network connection are you currently using? Is your system connected over WiFi, or does it use a network cable?

Can you try running a UO Trace when you have a chance? That's a tool that would give us a more detailed look at the connection between your PC and the servers, so if there's something happening in between we might be able to spot it.
