PS4 Skins didn't transfer to pc

I originally played on PS4 for a couple years and then moved to PC. I had a lot of skins that I don't have on PC on the PS4 and thought with the addition of cross progression they would all be transferred to the 'master account', the PC, but they weren't. Any ideas?

PSN and X-Box Exclusive items will not be available for use on other platforms IE PC. However if you log into your account on the PS those exclusive items should be there.
