You have it correct, yes!

Progress is stored on the EA account level, not on individual platforms like PlayStation, Xbox, Steam, etc. This means if you link your platform to a different EA account, you'll lose access to that progress.

If you moved your Steam to the same account that has your Xbox already linked, you would lose access to whatever progress you'd gained while on Steam, but would then be able to access the Xbox progress on both.
