Sounds like you're one of the few players here who are going through issues with cross progression.

It's most likely a bug that you're experiencing and may need to post here so it's something that the Dev Team can check off: https://answers.ea.com/t5/Cross-Progression/Issues-after-Cross-Progression-is-activated-on-your-account/td-p/13159674

But have no worries. Even if you didn't get the option to merge when receiving the prompt, your accounts mandatorily merge regardless.

thank you! and i just saw a thing about unlinking accounts and linking them to a different account could cause problems, and I did unlink my xbox account and link it to the ea account that has my steam on it before i got on for when cross progression did hit my account, because I saw you can only link steam to one account in a life time. Is that why its not merging?

I can't be too sure as to why it's not merging.

But I do know is that any platform accounts beforehand that have been linked under the same EA Profile is eligible for cross progression.
