From what I'm able to see here, those heirloom shards did show up on the account just afterwards, then about 5 minutes after that point I'm seeing Rampart's heirloom was unlocked.
Can you try restarting your game to check back and see if that's showing up?
What rampart heirloom thats not even the one i wanted to buy. Let me see if i have it. It Wasnt me that made the purchase since i was working my cousin did it but he Said he didnt recive it.
I see i do have rampart heirloom is it possible to change to the one I wanted??

Unfortunately we don't support sharing of your account for reasons just like this. I'd definitely suggest keeping your login information private going forward.
That said, I'm afraid we're not able to swap heirlooms out for a different version once the purchase is made, sorry.
