Having a very similar issue, used to get 140+ all the time but now it's as bad as 90 fps just sitting in a house looking at a wall, and dips to 60 during fights. Looks and feels very stuttery. I'm on an 8700k and Nvidia 1080

I am similar issue around key points and buildings. Some days it’s fine other days FPS drops massively. Specifically around salvage on kings canyon. Can drop all the way down to 50fps with a 2080ti.
tried new drivers
older drivers
reinstalled windows
reinstalled the game
repaired the game
list goes on...

Was the issue fixed with seasons 7 patch or before that?
