I have the same issue and the same card and it seems to be related to the full screen toggle since Titanfall 2 Era (they use the same engine), try on the game launch options to put "-noborder -window" (without quotes)
I have gone through all of the steps listed, uninstalled Nvidia drivers as well as reinstalled all the Nvidia software, loaded older drivers, as well as reinstalled DirectX software, after doing all this I changed the power settings on the computer for high performance as well as using the optimizer in Nvidia software to change everything to performance. I have a 1080 Ti and all the settings on the game are basically set to low or disabled, game gets past the first cut screen, goes into live game and locks up.
I have a samsung Evo 500 gig SSD and Anthem is the only thing installed on it.
This appears to be an error that others received for APEX Legends however I played that game without any issues (other than the random crash to desktop but that happened to everyone I have spoken with).
I am waiting to speak with support in chat but at this point I suspect it will end with a refund as I have spent most of my day going through forum posts and suggestions attempting to troubleshoot this issue.
- 4.17.71 was already working for me, and I think their was a apex update to the game yesterday, and now 417.17 is having the dxgi problem again
