I think in general it's pretty much allowed as long it doesn't have the functionality to create macros and so forth.
Everyone has their own preference for playing on certain controllers, sometimes though, they don't really have plug and play compatibility.
I've previously used it to play with my steering wheel on numerous games, seems to be fine in my own experience.
I personally think you don't really have to worry about it.
(P.S I'd recommend joytokey over xpadder)
