I'm having the same issue I reached out to support. A few packs doesn't come close to making up for what I lost by a long shot. I've been playing since day one a lot of the stuff I lost you can't even get anymore. My characters are still showing in my rare skins even though they aren't available in the menu anymore which is interesting.

This can happen if you unlink any platforms from your EA Account, where the progress is saved.
To get that content restored you would need to re-link the original accounts as that cannot be transferred from one account to another.
