What @Banxia1457 is talking about is that they made an in game purchase and received the coins and or item and then decided to have the charge against their credit card reversed.
This is against the EA policy regarding, purchase's and sales agreement's and is a violation that will get an account banned.
Steam may allow for this but Apex does not.
This stuff happens all the time, for various reasons but basically the end user, purchaser is at fault.

Either way reversing the charges is a violation of the sale's agreement and a bannable offense.
