Restarting is typically something that happens when your PC overheats. (Though usually it just shuts down)
Make sure to clean your PC of dust and to make sure there's proper airflow. (Make sure to properly ventilate your room)
I've also noticed that your CPU just barely meets the minimum requirements.
Typically minimum requirements indicate the hardware you need to boot up the game, though if you're just on the edge it can also mean that you won't be able to play the game at all.
It's possible that you were able to play the game before with this hardware, though a small update could possibly already affect this.
Another solution is to go to:
C:\Users\"Your username"\Saved Games\Respawn\Apex
When repairing files / reinstalling the game, these files usually won't get touched.
Removing the 3 folders located in that directory could fix your issue.
(Do note that by removing these folders, all your settings will reset. It's recommended to write down your settings before doing this)
