Where you ever able to fix the problem? I have run into the same thing and now need help as soon as possible please.

The solution for a number of users has been to connect using a VPN. Any free VPN works. After connecting with the VPN you shouldn't need to use it again. I believe the issue is in the routing of traffic to the Apex servers and some of the " routes " are currently blocking traffic. The VPN will reroute your traffic route thus solving the issue.
