Every software on this page is allowed.
RivaTuner Statistics Server is allowed but capping your FPS can easily done by a command without needing to download anything.

Before launching Apex Legends, Right click and click Game Properties
Go to Advanced Lauch options then type in the command line arguments: +fps_max X
(Change X to the number you want)
