Re: Steam in game overlay not enabled
Do you have the overlay enabled in main steam settings?
If it's already enabled then it might be that the steam overlay is a bit bugged out.
Since steam made a new overlay, some users have reported some issues here and there, in that case I'd recommend reaching out to steam support or some steam communities.
