I had this exact same issue in a different game (Battlefield 2042) and I have a possible solution for you. This is what worked for me.
I renamed the file back to vcruntime140.dll and performed another SFC scan.
Then I reinstalled Microsoft Visual C++ Redistributable through this link:
https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170
Scroll down until you see the box in the screenshot attached then click the download link for your system (x86 or x64)
Run the installer and restart computer at the end of install.
