RTSS not working after Season 21 update?

Hi, I need help with understanding if this is a me problem, or something that was introduced in the update. I can't use other frame limiters besides RTSS because I like using the decimal frame limiter to make use of low lag vsync.

Troubleshooting: I've uninstalled, reinstalled, used Revo uninstaller, and erased leftover folder for Apex, EA Desktop, and RTSS. I've done (I think) almost everything besides a full Windows clean install.

I've seen post of other EA games changing to anti cheats that don't have RTSS whitelisted. Is this what happened to Apex on the new update?

Some clarification will be greatly appreciated, I don't want to spend so much time trying to fix an issue that might as well turn out to be a wild-goose chase.
