I’ve got the exact same issue, all started when they closed Origin and move to the EA app. Running around it keeps stepping. I’ve searched and tried everything as you have mentioned. Fresh wiped my PC the whole lot. Driving me crazy. There is a couple things on this thread I haven’t tried so I will give them a go and see, glad I’m not the only one
I tried everything on this post and could'nt find my issue, stuttering every 1/2 seconds every time i move too fast and so on.
I fixed it, the problem was GPU TWEAK which has big issues with this particular game at the moment
Just close it if you have it running
