Server Tickrate behavior

Hello

I Analysed the server tickrate evolution from my gaming sessions , and I noticed that the server tickrate decrease over time during a match. It's start at 60 Hz and stabilize at 20 Hz.

Is it a normal behavior ? It's strange that less player there is in a match ,  lower the tickrate is.
