There is a workaround to help improve footstep sounds on pc, outlined in the first post in the below thread: (also on xbox 1S with DTS settings and ps5 with headphones and there are other suggestions in the thread)

Yes, I did it.
The issue is the same.
Shooting sounds are too loud.
I've attached some screenshots with my settings.
In addition, it's a bit confusing because I have surround sound options in Sonar/Sound Card(screenshot added)/Installed DTS.
I tried settings with turned-on surround sound in Sonar without any other sources of it.
BTW my sound headset sound wheel is turned to max - If I tune it on at approximately less than 80% - footsteps are muffled but shooting sounds are fine.
