skins won't gift

My friend and I meet all the requirements, I can gift him small stuff like characters, but it REFUSES to let me gift him skins. it keeps saying "not eligible" but it makes zero sense, and I can't find ANY help anywhere online. can someone please explain to me why it won't work and how we can fix this? we meet every single requirement it doesn't make sense.

Has one of you gotten suspended, muted or warned before?
Typically it's the case that either one of the players have received a warning or punishment before, which would make it so the account isn't in good standing anymore.
