I found a fix that works for me on games like Arma Reforger. It might be important to mention that I livestream using a HD60X Elgato Capture Card and have a wireless headset. But if I assign my headset to another account via Xbox Accessories to one that I am not using in game, my gamechat can be heard through the stream and people can still hear me talking in the game. Hope this helps!
