tested my origin account on other PC - same issue

  try it
  create new steam id or other steam id with low friend
  and repeat login in Apex Legends link steam friend
  (search "Link Your Steam Account" in web browser that you used to login earlier)

  *i just had this issue. I solved bu updating steam* I believe it was having trouble connecting to my account or something. but updating steam allowed me to play.
