@SpectreFang alright i haven't tried one thing out and it was changing the affinity of the game launchers themselves......
so open origin/steam
open up task manager
click on origin/steam then click on go to details
right click on origin/steam
click on affinity
so here according to how many cpu cores you have you should uncheck <all proccessors> and then check cpu 0 and the highest cpu you have (mine was 7)

AlfatherGimeCum solution did not work for me ether. after playing a few matches the stuttering stops mostly, i have updated all drivers checked network checked game files set game quality to lowest settings etc but still the same issue.
