Teleporting characters, connectivity issue?

Hello.

I have this weird issue where characters in game will sometimes teleport. It can be enemies, teammates, even dummies in firing range.

It's happening at 0:04; 0:08; 1:06; 1:33; 2:28. It is completely erratic, i am not noticing any patterns. Frametimes and fps are consistent, ping is ok, no packet losses.

Changing servers does not help, i have tried everything in connectivity trouble-shooting available on these forums.
