Terrible FPS Performance & 99% CPU usage since Season 16 start (only S16!)

INSANE 40-60% FPS Loss in New Season 16 for ZERO reason (no hardware changes, no technical changes on user end, NOTHING) when prior to patch rollover on season 15 performance was flawless both stream...

Ya, something is really off.  I have a 5800X and 7900XTX,  usually game is locked at 144hz with NO problem at all.  But, first few games I played so far saw lots of frame stuttering, drops to ~20 FPS, and other weird FPS hitching/stuttering, etc.
