Terrible FPS Performance & 99% CPU usage since Season 16 start (only S16!)

Ya, something is really off. I have a 5800X and 7900XTX, usually game is locked at 144hz with NO problem at all. But, first few games I played so far saw lots of frame stuttering, drops to ~20 FPS, and other weird FPS hitching/stuttering, etc.
