Texture Streaming Budget turns everything black unless set to none

So I have been having this problem with only Apex Legends. I just upgraded to a gtx 1660 TI. So I play everything on the highest without any problem. The only thing is, whenever my texture streaming budget is set to anything other than none, everything turns black. So the sand, random guns, etc. Though itll still run without a problem, its just that stuff is black. I have tried uninstalling graphics drivers and re installing them. Im not sure what else I can do to try and fix this. I have an i7 6700, 32gb ram, gtx 1660ti if that helps any!
