the client is not running the anti cheat or has failed anti cheat authentication

When even I load into apex I get this error code "the client is not running the anti-cheat or has failed anti cheat authentication". i have tried multiple things to get this to work such as uninstalling eac. however, one thing i noticed is that when i click easyanticheat setup inside my apex folder it won't open. It will simply open a small black box for around half a second then disappear. I've only gotten this problem after reinstalling apex, is this because of a new update? If anyone knows the fix it would be greatly appreciated.
