Only asking because if it was the "Ultimate+ Upgrade", that version doesn't actually unlock the pass, (since its meant to be an upgrade):

The only country/region that I know of that doesn't allow the buying of packs, is Belgium.

That being said, its possible that your account is somehow registered to Belgium, (which you can change it in your EA Accounts settings), (just scroll down the page while on the "account information" tab):
