Missing guaranteed pack rewards

When I bought the packs it said there were 10 guaranteed rewards. I only received 9 of them, but am unable to purchase any more of this specific "Blue Bomber" pack. Also it only says I have received 1/10 rewards which makes no sense. How do I get what I paid for?!?
