Sorry to hear you've been sent in circles a bit here. Unfortunately, the information provided to you in your recent chat was a bit out of date - the Answers HQ forums mentioned no longer exist for example.
We are not able to review or make any changes to accounts here via the forums, but there's most certainly still a ban on the account that the Terms of Service team would need to look into. It looks like the account was locked after some other access was detected in the past, and those locks are what you've already cleared. The in-game ban itself remains and would need to be reviewed or removed by the ToS team.
It may be worth seeing if you're able to start a new appeal using an incognito mode window, while logged out of your account. If the option is not appearing for you that way either, it would be best to reach back out to an advisor I'm afraid, to see if they're able to help create the appeal and get it to the correct team to have the actual game ban reviewed.
